I have a 99rs 22t swap and want a FMIC and would like to keep the fog lights. Is there any kits out there?

TurboXS also keeps the foglights, but that is on the 02+ WRX, not sure how it works on the GC. You might possibly buy a core and have fobia or someone else that can weld make the piping for it.

What does it take to turn the air intake manifold around?

You can use quite a few FMIC kits with a little modification. Hell, they even work on my old legacy, after a little massaging.

I have a FMIC on my 01'. It took some modifing of the beam and cutting the bumper slightly... but it worked.

Flipping the intake manifold around requires you to modify the way the alternator sits on the engine block. You will also have do decide whether or not you want your A/C anymore. You'll need to re-route most of your vaccum lines and your fuel lines. Engine harness may need alterations. You may want to take the opportunity to port and polish the TGVs. You will need to modify the turbo coolant reservoir to fit on the opposite side of the manifold. And a few other things I'm sure I'm missing.
