so after i got everything back together and my car is running, it seems to be wanting to idle up around 3k rpm. anyone have any insight as to why this might be?
Throttle-by-cable, right? If so, readjust the idle tension. It's on the throttle body for nearly all throttle-by-cable cars.
check the throttle cable for tension as stated above..... if it checks out then adjust the idle control valve.
im pretty sure its the idle control valve because it doesnt do it right away at start up, its after a little driving, is there a way to adjust it or do i have to get a new one?
2004 wrx? It's not so uncommon for the CRUISE CONTROL cable and/or control housing to have issues. I'd check that as one of the first things. It's usually on warm days when you'll see that 2004 wrx owners complain that the idle is really high after they've driven around a bit. It would take 10 seconds to loosen it by two of three turns of the nut. (even if you just put the motor back in) Might not be the problem, but it's easy to check GL
everything i would say has been mentioned. cables first, also make sure the TB isnt binding, i had that on a build once, just make sure the cable is in there properly and is moving freely through the entire stroke.
check idle. if it's still high then you know the problem is happening right before you do this... yes @ the TB, loosen lock nut, loosen cable a couple full turns, secure lock nut. then idle again ( of course) to note any changes

Well seeing as how this was my old car and I used to have the high idle on it..........check the CC cable. That fixed the problem on it for me back when I had it.
