just reason with him.. You HAVE TO LIVE next to him... he could make you life a living hell if he is already a jerk... if he doesnt seem to listen to reason... tie a rope to teh basketball pole then to your car then ream it out of the yard and down the street, maybe drive a couple of laps int eh culdesac.... then park it in the middle of the entry to the culdesac.... blocking everyone else form using the road.. when I was growing up I had a basketball pole setup in the yard similar.. it was on our property (technically the cities) and we were told to take it down... call the city and ask for by-laws etc...
