Paint bubbling?

I have a small bubble in my paint above the right rear quarter pannel. My body shop at work sanded down fixed stuck in the heat booth and the bubble was back again within hours. Anyone see this before any ideas?

Kinda hard to see but it came back instantly when we sprayed and baked.

 

Sand it and put on a couple coats of POR 15, then do your primer, sealer, base, clear.

 

Didnt get the area clean enough, and/or there is a pinhole there.

How can I get rid of the pin hole? Will
I have to cut it out

 

Did you ask your body shop at work? Seems like the type of thing they would/should know.

 

They they has tried numerous things. This bubble keels coming back. Going to cut it out

 

What a pain in the ass that bubble has turned into I give you credit for caring enough to take care of it though.

 

Thanks I can deal with paint chips but not rust.
