    I was thinking it might be something for California, since they seem to have strict standards.

    could be, but "You can only buy car models that meet PZEV standards if you live in California, Maine, Massachusetts, New York, or Vermont and in Canada— or in some sales regions near these states"

    just looked up PZEV on wiki....that's what I got.
