Are you talking about the turbo inlet? If so, yes, if the stock one is ripped... which happens easily... even without having been touched.
i like mine i got one from ebay. i know alot of people will say dont do this they leak blah blah blah ive had no issue with mine.
I should probably reiterate... if there's a need to replace it (like it's ripped, or like retreif said, you're going to be in there anyway bc you're replacing the turbo, lifting the intake manifold, deleting tgv's, etc), then yes replace it. If you're just looking for parts to buy, your money can be better spent elsewhere. My silicon perrin turbo inlet never collapsed at 24psi on a larger than stock but still small turbo, but some people have had them collapse. The hard pipes (aps, etc...) won't collapse but they take more effort to install. Depending on your goals and assuming you don't need to replace the stock piece, it might be worth reconsidering the stock turbo location all together. Also, you are talking about the turbo inlet and not the air intake, right? Your title and OP isn't very descriptive.
I didn't think intakes could be made of silicon, since it is an element grown in crystalline form, used to make integrated circuits. Unless you mean silicone....
