The MSDS's I just skimmed over show non-chlorinated brake cleaners to not have Tetrachloroethylene. Good to know.

Moron. Who starts having symptoms like that for multiple days and doesn't go to a hospital? That being said, Phosgene is nothing to mess with. It's amazing the combinations of chemicals/chemical reactions that people make every day by accident and don't even realize what they're creating.
