Can anyone tell me how to tell if there is a bad bearing on the block before you take the block apart - symptoms like knocking, pinging, ie while driving or by just looking at the block when it is out but intact? Also how much would it cost to get it fixed?
if you have a bearing related knock, it will likely be present at idle. And there is no way to tell just by looking at the block. You'd have to pull it out and split the block to find the bearing.

Pretty much. Unless you know Superman or have X-ray vision yourself. Oooh ooh, or if you were Neo...you know, 'The One', you could reach through the block and pull the bad bearings out!!! Remember, some rules can be bent, others can be broken. There is no spoon.
a loud loud clattery sound at idle and worse when you give it gas, and it never goes away, warm or cold
The one good way to diagnose a bad bearing that I know (without taking apart the block and looking at it) is to do an oil analysis. That will show elevated levels of whatever material the bearing is made out of in the oil along with (sometimes) shavings of the bearing itself.
Most likely the shavings won't be something you would see. The oil just may look metallic in certain light.
