    I have a set of Rear Spats laying around that I'm never gonna install on my car. They are primed but not painted. Will need some modifying to fit a USDM bumper. Doesn't include any mounting hardware.

    That's not fair! I'm stuck in moorhead and trapped in :(

    How much modifying needs to be done to get these to fit the usdm bumper?

    You don't need to modify the USDM rear bumper at all if you have all the screws for the spats. I had everything when I put on couple years ago.

    I got my rear spats off RS25.com for $125 shipped, it came with all the screws and nuts to make the spats fit properly or you can say better. All I did was drill 4 spots on the bumper to make it fit. Most people sell the rear spats without and screws and nuts. GL in your search and keep checking RS25.com for them.
