I would need to double check the laws, but I think it's not illegal to have in your vehicle, but it is illegal to operate it while moving. In other words, you can have it on while parked, but not while driving. Of course, it's a matter of how the cop looks at it when you get pulled over... I don't worry because I've got my HAM license and my radios are scanners too. A unit like this would be useful for anyone wanting to follow what's going on at a rally in the US. For $50 it's tempting even though I have radios already.
