Picked it up yesterday but won't idle or stay running without the choke on. Bike has 17k miles, was in storage since last year. Is it hard to clean carbs? Im completely clueless to bikes.

It is the carbs the jets are probably clogged

Is it possible to clean the carbs with out removing them from the bike?

Removing/cleaning carbs is one of the easiest things to do for small engine maint. You're going to need to learn how to do this frequently if you want your bike to last so I recommend getting on a forum and figuring it out. You just have to make sure you don't lose any pieces and putting them back together is quite simple.

Oh, and make sure you wear a helmet too.

I did it a couple times on my old R6. Getting the carbs out was harder than cleaning them...

    Rock on!

Spend some money on a set of good gear, and make sure you've got good tires. MSF courses are GOLD too. I know its not the "cool" thing to do and doesn't get you onto the road any faster, but they will make you a much happier, safer, and more competent rider in a way that doesn't involve a hospital bed.

Enjoy the summer before its over, it goes too fast!
