Is this normal? It just started happening to me a couple of days ago.

    Here's what's happening:

I go down the road and it's a little rainy, no deep puddles. I step on the brakes and I get nothing for about 10 seconds then it starts to brake like normal. A few miles down the road - the same thing happens.

I'm pretty sure it's moisture getting onto the rotors and its affecting my braking, but I've had disk brakes before and it was never this bad. Also I've driven my Subie in the rain before and it never happened until now. With the way it is now, if I have to make a quick stop in the rain ... forget it.

    Ideas?

Maybe the brake pads that come on the STi are not made out of the same compounds as the ones used in regular passenger vehicles. Being that it could be made from a race compound, it won't bite very well when cold and/or wet. From what I know, race pads requires heat for them to function correctly. In wet weather conditions, the film of water makes it hard for the pads/rotors to heat up and do their job.

This post of mine is just a thought so don't assume it is 100% correct. :p

    Your running stock pads right?
is this a problem when it's dry and cold, or just when it's wet?

Everything is stock. Since this just started happening, I believe cold / damp weather is the cause. Dry and cold wasnt a problem, it's more wet and cold where it starts happening.

Yep, I don't think it's safe. The brakes do work eventually after I put pressure on the pedal for a few secs, then they're good for awhile (a few miles in the rain). I'll probably take my car in this week.

Does that Subaru dealership off 394 in Wayzata have a good service department?

I guess I'll have to learn to work with the way the brakes are... keep them warmed up.

Minnetonka has an excellent service department. Brian (driftin240) and Erik (i just blanked on his s/n) work there. Brian is a service tech and a parts guy. Also, both Mtka and Brooklyn Park support the MNSubaru club with discounts on parts and service.
