I think what we're really dealing with is a judgment problem. What confuses me is that the guy ran off, leaving his vehicle behind. Last time I checked, police still had to be capable of basic reading and writing skills. Using their powers of deduction they might be able to enter his license plate number in a "database" where they would be able to identify the owner of the vehicle. It's been a while since I brushed up on law enforcement procedure. Maybe they've scrapped all that new-fangled technology for the tried and true grapevine approach.
