that is a cop car form the ACT commonly known as the Canberra or Australian Capital Territory.... How do I know - cause I lived there for 12 years, pretty much half my Australian life.... I had a reputation with the local law enforcement cause one of my old cars idled at 112db and the legal limit at 3000rpm was 96db.... luckily I had friends of the family who were cops and gave us heads up before they came around... In AUstralia they use a wide variety of police cars... depending which state you go through they have everyhting from Kombi Vans (VW) to beetles, to minis etc etc...
