I have a 02 wrx how do you get a seized lateral link bolt out I got the lateral links of and burned all the bushing of and it’s just the metal sleeves left also I was taking off the trailing arm bracket and 2 spot welds snapped so I have 2 screws just spinning freely that I can’t take out?

You'll have to get creative on the lateral link bolt. I've used cutoff wheels and a reciprocating saw with some success in the past.
For the captive nuts in the frame, you can cut a hole in the sheetmetal under the rear seat to gain access to those. Welcome to Midwest Subaru ownership.
