I have a 09 Impreza that I have plans to boost. I know why didnt I just get a wrx i hear this all the time, but this was just not a realistic goal at the time. Anyways I was just wondering if it is possible to control all I need just by downloading an open ecu programmer online, or am I just going have to pay the price of a expensive ems? also would i be able to by second hand parts such as turbo systems, exhaust, and suspension

Wow man, you desperately need to do some research.

To answer your main question: NO. To run anything more then basic wastegate boost, you'll need an aftermarket EMS, or an ECU swap to handle the turbo. And even in that case, you'd want a custom tune of the stock mapping to make the car run safely with the turbo.

There are many many options for "turbo kits" and swaps, but to be perfectly honest, to do it right, you will likely spend as much money as it would cost you to upgrade to a WRX.

Sounds like the Carol of the Bells in here...

+1 to what Bullwinkle said. It's never as simple as just cobbling some parts together and bolting them onto a car. If you really want a turbocharged Subaru, I'd sell the car you've got and start looking for one that came that way from the factory.

Sell your Impreza and pick up a WRX or used STi.

Yeah, for what a new '09 Impreza costs, you could've easily bought a used WRX.
