Like the title says the needle is stuck! It just sits there stuck at 14 psi, engine off; sits there at 14 psi; engine on sits there at 14 psi; sitting in front of me here at the computer desk still stuck at 14 psi! Is something broken here?

Did it ever work? If it's been at 14 from the start you might have something mis-wired.

Okay it works now, wired it wrong lol. Now a new problem, my car is only boosting a steady 7 psi (MY 02 WRX) that sure explains the lack of power. I've tried flipping the one vacuum line that runs from the T connecter from the wastegate, into the turbo; the one that has like a solenoid inside of it and that was not the issue, I only did that because maybe the owner before me had it put back in wrong that's if they used some sort of manual boost controller. So now I'm thinking could it be compression?

have you tried resetting your ecu?
Second, have you pulled your dp off to check the turbo?

    and flip it back
