A noise may make a high frequency "hoo" sound (harmonic) noise and its noticeable when coasting or decelerating, mostly around 60-65mph mostly the
    noise is around that area

this is happening on my freinds car and was wondering if anyone has heard this or know what causes it and some of the remedys.

sounds basicly identical to described here

What car is it? Make, model, year, miles, mods, these things might help you get some responses.

also its only when under load. when clutch is depressed or in neutral and only when deceleration is occurring.

Well, the diff lockdown bolts WILL transfer more noise to the cabin. Unless there are metal shavings in the diff fluid I wouldn't worry about that being the cause of the noise.
